Bill Fry was previously on the UCFRD Board from November 2014 – November 2020 until he was defeated for reelection, but returned to the board after being elected to a 2022-2026 term. The island has many new challenges ahead, especially over the next decade, with the massive change in ownership of vacant lots and homes on the island since the start of COVID in January 2020 (over 31% of Island properties have new owners in those 2 years), the large amount of construction all over the island that we all see, a dramatic increase in the number of short-term vacation homes, and the large number of visitors that are discovering our special island as renters and future owners.
The challenges that the District faces include matching available revenues with desired spending and service levels, trading off costs and benefits, balancing risks and rewards of spending initiatives and affordability.
Bill and his wife Tanya have been married since April 1980 and have been owners on the island since April 2011. Bill retired from the Army after 27+ years of service in many locations around the USA, Germany, Bosnia-Herzegovina, Saudi Arabia, Qatar, and Kuwait. During the Second Gulf War, Bill created, commanded and led the largest medical distribution operation in the Middle East (January 2003 – February 2004), with first year sales exceeding $193 million to Army, Navy, Marine Corps, and Air Force customers as far west as Egypt and Jordan, as far east as Afghanistan, Pakistan, and Diego Garcia, as far south as Djibouti, and as far north as Iraq. Bill’s final assignment (June 2004 – September 2006) was to command and lead the premier medical logistics activity of the US Army Medical Department, responsible for simultaneous operations in 7 time zones around the world and $233 million in annual budgets.
